VPD Change of Command: Vancouver Police Foundation Welcomes Chief Constable Steve Rai

The Vancouver Police Foundation proudly joins the Vancouver Police Board, Vancouver Police Department Members and Civilian staff, as well as community partners in celebrating the formal swearing-in of new VPD Chief Constable Steve Rai.

On Monday, October 6, 2025, the Vancouver Police Department’s official Change of Command Ceremony took place, marking this historic transition in leadership. The occasion honoured outgoing Chief Constable Adam Palmer for his years of dedicated service and officially welcomed Chief Constable Steve Rai as the 32nd Chief Constable of the Vancouver Police Department. Notably, this event represents only the third Change of Command in the past 18 years, underscoring the stability and continuity of leadership within the VPD.

 Chief Rai’s connection to Vancouver runs deep. Born in Punjab, India, and raised in Vancouver, he began his law enforcement career with the VPD in 1990. Over his remarkable 35-year career with the VPD, he has served in nearly every facet of policing, from frontline patrol to senior command, and has earned a reputation as a trusted, compassionate, and forward-thinking leader.

Throughout his career, Chief Rai has demonstrated an unwavering dedication to public safety, mentorship, and community engagement. His people-first leadership style has helped strengthen internal culture, foster equity, and enhance collaboration with diverse communities across the city. Under his guidance, the VPD has implemented progressive strategies that prioritize transparency, accountability, and trust.

Chief Rai’s leadership is backed by an extensive record of achievement. As Deputy Chief, he oversaw operations, investigations, and support services, managed the department’s annual budget, and played a key role in implementing strategic plans, employee wellness initiatives, and diversity-focused recruitment programs. His steady leadership during challenging periods, including overseeing the department’s COVID-19 response, major operational reviews, and large-scale city events, has earned him widespread respect.

 

Beyond Vancouver, Chief Rai’s influence extends both nationally and internationally. He has represented Canadian law enforcement through programs such as the FBI National Executive Institute, Harvard Business School Executive Development Program, and the Global Policing Innovation Exchange. His contributions to the profession have been recognized with numerous commendations, including the Order of Merit of the Police Forces (O.O.M.), the Police Exemplary Service Medal, and the King Charles III Coronation Medal.

Chief Rai’s appointment also marks a meaningful milestone for Vancouver’s diverse communities. Drawing on his personal experience as an immigrant and his early work fostering inclusion within the force, he continues to champion equity, understanding, and respect as foundational principles of policing in such a multicultural city.
